Personally i like Having the Q being higher than the E due to them doing the same amount of dmg but the Q also heals and gives the dmg reduction buff and debuff.
But if you are missing alot of your hooks than i would swap the Q and E so u can have an easier time grabbing them after u lure them in.
Ring so u go super fast in your ult and grab a nice pull andddddddddddd yeah.
