You need to be aggressive with her.
Use your E to whip Enemies from afar and try to hit for the damage increase.
Use your Q to close distance (perfect If the are running away).
If you time your RMB just right, you can pull off amazing stuff (Counter some Ults).
You Ult is an amazing anti Carry, because It just stops Bullets in a small area around you.
There are some alternatives, if you like, you can put away some of your Lifesteal for a little bit more Damage and or Attack speed.
