The ideal playstyle for Drongo is to stack attack speed and crit to do as much dmg as possible when your [E] is active. First item can be Dust devil as well if you are doing well in lane. Drongo benefits from on-hit items since his kit revolves around getting as many auto attacks as possible during active [E].
Replace Viper with Equinox if the enemy team doesn't have a tank or if you are getting blown up by assassins.
Delaying vanquisher to third item is the best since early game 5% of max health is 25 damage but goes up to a significant amount during mid to late game.
PLAY SAFE EARLY AND FARM!!!!
Drongo is weak against sparrow and Grim early on and you shouldn't be fighting at all till your two items deep. Don't push lane too hard and safe farm under tower.
