Played around with some of the trending/popular offlane steels listed. Could never get it to work throughout the match, but it probably has to do with my playstyle ig. This one feels like it capitalizes on the offensive potential of steel, especially vs someone like Kwang by your second/third item.
It's probably not perfect, but it's the only build I've had fun with in offlane as steel.
