Success is more likely to be obtained if you start out not being too aggressive early on.
After the first item you start being hella strong because you can get dump your kit quicker.

Be aware that if you jump into a group of enemies with the intention of ulting you might get melted sooner than you know it. I found Elafrost and Flux Matrix being very useful to prevent that.

In a duel, such as during laning phase, I like do combo them with E > RMB and dance around them with basic attacks, then just rinse and repeat.
Mid-game this is really powerful because your attack speed is enhanced and if you manage to land 2-3 abilities it's an easy win.
Also don't forget to activate your Tempest!
