Apparently Saphir's Mantle has a higher %WR than Tempest, but it's a flex choice for the team comp you're in.
Main focus early is finishing red quadrant, crossing to blue to clear 1 camp, and taking river buff at 3 mins. Then finish blue quad and invade their red quad or gank.
Use E for mobility between camps and clear like a madman. Back when you can buy Brimstone, then continue farming and ganking until teamfights and objs.
